Quite simply, most police departments and law enforcement agencies do not have the capacity to figure out who is committing these crimes. They don't have the training, and they don't have the tools.

Sometimes the law defends plunder and participates in it. Sometimes the law places the whole apparatus of judges, police, prisons and gendarmes at the service of the plunderers, and treats the victim - when he defends himself - as a criminal.

The police are badly trained and badly paid, and they're not respected. Instead of enforcing the law, they're raising the level of violence in this society.

Once the police take political direction, the rule of law is subverted. And the rule of law, it must be emphasized, is a pillar of constitutional democracy.

Police officers are subject to arrest for perceived violations of the law like anybody else. This officer will be afforded his right to due process to either clear his name or be convicted.

He was going to college. He was studying criminal law. He wanted to be a police officer.
