They are being threatened. Their family members are being assassinated or kidnapped and they are leaving out of fear.

Iraq is at a very precarious point now and security is continuously deteriorating. Until security is stabilized people will continue to be displaced due to sectarian violence.

I definitely wouldn't say the displacement has peaked. It's continuous.
