Real estate prices are so high and people of the low-income pay scale desperately need those public housing units. If they're proceeding cautiously because they do want to serve the population they serve, that's a good thing.

The bottom-line difficulty is that many low-income folks don't have money to save, even if they desperately want to.

One thing we got going for us is, we're one hour from the largest concentration of disposable income in the Southwest. They're making all that money and they need to spend it. We want to help them out.

That's why core income increasing was so meaningful to us.
