That turns out to be an effective way to make the region more competitive vis-a-vis China.

There have been constructive talks between the E.U. and China, and the two sides are broadly in the same place about how to deal with the overshoot in certain textile quotas. But there are still important aspects still to be reached.

They learned that when they organize in the region, it is a lot better and more effective to use locals to do their job. But they have to be trained, and they have to be indoctrinated enough so that they themselves believe in the cause just like the originals did.

Probably the most important ingredient of a competitive region is the workforce. And we can either import our workforce, or we can train and support our own workforce to make sure everyone can participate. If all those pieces are in place, we can have a high-growth economy where everyone can participate.

Everything that we do now is competitive with other countries. China is going to continue to always be a competitor for our fuel. That just drives prices up.
