The administrative oversight that should have been in place was lacking. When you look at the specifics that are alleged, absolutely those failures occurred.

For the 144 detainees that are in that facility at any one time we should have 114 staff. We have on average 70.

No male youth manager may have direct supervision, responsibility or direct contact with the female detainees.

This is now much bigger than the specifics they uncovered.
