The changes proposed will bring a fair deal to vulnerable workers, and give effect to Parliament's original policy intent when it first addressed this issue in 2004.

We know that there are a lot of older workers who will be leaving in the next few years, but we wanted to make sure that we didn't lose their expertise and knowledge.
