The governor believes that private toll roads will be important to the state in the coming years, and it is critical that such options be available to the future.

The real issue will be how the state will fund the improvements. That decision will be made long after Governor Owens leaves office.

He doesn't feel it is a constitutional crisis. It is a disagreement that he will work to resolve.

The governor has no involvement one way or the other. There's been no interaction with the petroleum marketers or the state agency that regulates gasoline or with legislators.

I think he has to be looking at the tapes of the (Indianapolis) game and wondering if he should really proceed with the wager.

Transportation was one of the areas that suffered significant cuts during the recession. This additional funding will allow the state to jump-start badly needed projects throughout Colorado.
