The more one looks at the rebuild or tunnel option, the more very significant adverse impacts they find in the design.

That was a significant event there, because prior to two years ago, Pennsylvania was one of 13 other states that had no funds available for these programs. Through the HSSAP, we're able to apply to the state to help offset what the federal government can't give us.

We're getting a lot more looks. It's not like we're the last option. We're the first option in a lot of the packages we run.

However, there is no doubt that there will be some significant impacts and residents need to be prepared for some disruption and inconvenience. It is unfortunate that local council tax payers have been caught up in a national dispute which is outside the direct control of Bristol City Council.
