The needs of ninth graders are different from those of sophomores, juniors and seniors that is exclusive to their population. The other students already have their feet wet and are familiar with high school life.

It's a needs based budget. We are still working to craft it, It has some increases.

The population in this part of the county is growing and the demands are growing and the hospital needs to respond to those demands.

The struggle for survival is, above all, an exercise that is hugely time-consuming, absorbing and debilitating. If you create these ''anti-conditions,'' your rule is guaranteed for a hundred years.

The biggest challenge is to be able to respond to the needs of the population. They've got to be able to provide the basic services. Otherwise, there will be simmering unrest.
