The police force is full of corruption, and the law process has collapsed,

It's actually functioning, for good or bad, with a mayor now. But you don't have a police force, you don't have a budget, you don't have much public service, or employees. You don't have any of those. How you can claim to be mayor, well, it's only that -claiming. And I don't think there's any question that there's more than one claimant.

Basically we had to overcome years of abuse and corruption, ... and build a new police force.

Only the police can launch an investigation into whether corruption has taken place.

It is the common peoples duty to police the police.

Most police corruption is to look the other way, and to protect someone -- not to do jobs.
