The plan that is out there -- A, B and C -- is the Mitchell report, ... It calls for a cessation of violence and hostility toward one another, it calls for confidence-building measures to restore trust and security cooperation, and it also leads to negotiations on final status.

We don't want our land privatized.

It's good to annex the land and it's good we made it over that one hurdle. We have to start protecting ourselves. We can't expect the new people coming into Johnstown to fix everything with the schools. This isn't easy for any of us.

It is a surprising report in just about all respects. But I think it is something that we have to expect in times like these that the data doesn't always fit into a neat little model of what we think ought to be happening.

My belief has always been . . . that wherever in this land any individual's constitutional rights are being unjustly denied, it is the obligation of the federal government -- at point of bayonet if necessary -- to restore that individual's constitutional rights.
