The Secretary-General appeals for calm and calls on all Sudanese to refrain from actions which may lead to tension during this time of mourning.

There is obviously a lot of tension right now between the General Assembly and other organs about who has the lead in dealing with certain issues here at the United Nations.

But what is clear is that when someone undergoes a cardiac episode you want them to get to a medical facility as soon as possible. And that did not happen.

The relatively high voter turn-out and the fact that the polling was conducted in a largely free, fair and peaceful manner attests to the determination of the Congolese people to participate in deciding their nation's future.

This was a highly audited and supervised program, but these reports should not be seen as a final conclusion on how the program was run -- a highly complex program done in difficult circumstances.

He intends to pursue these and other reforms with even greater vigor in the weeks and months ahead, and looks to member states for their support, ... few other organizations would voluntarily expose themselves and their activities to such detailed scrutiny.
