If (EU) member or candidate states actively contributed to, or connived in, illegal transports and torture, or illegal prisons on their territory, that must be investigated and the necessary consequences drawn.

People who are in power make their arrangements in secret, largely as a way of maintaining and furthering that power.

There are about 230,000 people in prison without trial in China, and there are hundreds of people being tortured in (Chinese-ruled) Tibet. What is certainly true is that there's no evidence that the trade ties have resulted in a significant improvement in China.
