The unfortunate thing for the Philippines is that the terminal saga is a high-profile example, one which you can't miss as you fly into Manila, of how politics, business, the legal system and bureaucracy can become entangled to produce a debilitating effect on economic development.

This is a good example in how complex and how many different tiers there are in administering an athletic program these days. It clearly was a matter of misunderstanding.

Few things are harder to put up with than a good example.
