Theoretically, you know, we're all in a flood plain.

FEMA was designed to help people get back on their feet.

If they go over the fair-market value then they are on their own. It's difficult (here) to find the kind of housing you want in an area you want.

If you're on a flood plain, obviously that's an issue. And in the mountains there can be fire concerns.
