There are fuzzy areas. Certain crimes occur on parts of streets that are not Yale property, but the Yale Police Department has authority throughout the city.

These incidents did not occur on any church property and did not occur during any church-related activity. But, of course the church has no control over what happens in an individual's personal life.

All parts of the society need to feel that the police service is their police service, and that does not happen unless all parts of society are represented in the police,

As prosecutors, we're given a certain amount of discretion. Most use that discretion wisely and focus on crimes that are more serious.
