We don't know why, we just know that they did. The state may initiate an equalization effort, but often ... because of properties of state policies, that doesn't mean they're getting the exact same levels of funding in the end.

That doesn't mean teacher quality is not important. It means we have to take a closer look. A lot happens between policy and classrooms.
