There are things that a group of people do to consciously and collectively that cause other groups to hate them. In such cases, they are the aggressors not the victims.

Victimhood is the most insidious form of aggression. It is the guise of helplessness that enables the aggressors to guilt a group of people into letting their guard down, thereby making those in power become ineffectual until the time they become actual victims.
