There is a difference between earned legality and amnesty.

They want some kind of amnesty. They want to become citizens.

It is not fair that honest people who always paid their taxes were being denied a cut in income tax while those involved in the VAT scandal were given light sentences and those who failed to pay VAT in the past years were being offered an amnesty.

I do not believe on giving amnesty.

It takes the legality out of the issue for them. I think it's a great move for IBM.

If there is no question as to the legitimacy and legality of their operation, then everything ought to be on the table for the media and anyone else to look at.
