There is a general malaise and an air of frustration that has developed because there are not any compelling reasons to make big bets in this market.

It's not that I'm cavalier, it's more frustration at being contacted repeatedly with the same complaint.

So it's very difficult for them. But there are compelling reasons for them to come to the talks. The settlement on offer is a good one and I'd hope they would see their way to doing that.

We think that there's a little bit of profit taking [with General Dynamics], maybe some of the momentum guys that are coming out of this name a little bit. But we think you want to have a position in your portfolio in the defense sector. It's the name we like best in that area,

We are not encouraging the general public to go into the streets looking for shelter,

We think we've developed a very compelling template to present to cities. We think we can put together a fairly sizable footprint.
