The key is certainty. Businesses need certainty on risks and costs.

The one certainty is that the resolution of the nation's demographic challenge will require hard choices and that the future performance of the economy will depend on those choices.

I think it's a strong resolution and deserves bipartisan support and I believe it may be changed more but I believe as presented now it would get broad bipartisan support.
