There is probably no other member of the House that appears at as many events as Roy.

We formalized the process of reaching out to them. You could talk to Tom or Tom's people, or Roy or Roy's people. It was all the same.

We put together a budget for what we thought we would raise and spend on the convention and whatever was left over we were going to use to support candidates.

Without Tom DeLay, a lot of this wouldn't have been possible for Roy. They're good friends. They're good colleagues. Roy has learned a lot.

I think what makes it's a big accomplishment because we're not hiding him. He is racing different events and doing a full training schedule all the time. It's not by design; he just does not like to lose. That type of streak would be like a quarterback not throwing an interception for three seasons.

This clearly has nothing to do with human agency. These dispersal events happened long before humans were around.
