There would have been minor flooding, two to three feet, in the Lower Ninth Ward. Most of the Chalmette area would have been dry.

It's a matter of circling the wagons. In communities like the Lower Ninth Ward, how are they going to have a say in what happens there if we don't reach these people and get them to vote?

All of a sudden you have a twenty foot wall of water, like a cannon of water, if the wall held, and it was a spilling over the wall, then it was a gradual creeping of water into your house.

it would be a mistake to rebuild the Ninth Ward.

This area is some three hundred feet long, but it's very narrow, so we'll have to take a look at how we can widen the area and what kinds of logistical changes we can make and how we do business so that people can still be comfortable.

We're going to have re-entry for a 'look and leave' into the Ninth Ward starting on Wednesday into those areas where we don't have the large debris fields.
