These incidents are becoming increasingly targeted against UNHCR staff. We cannot work in this atmosphere.

This is not the first time UNHCR workers have been singled out by these militia groups. (But) this is the worst attack on humanitarian workers so far.

They were quickly surrounded by a mob of refugees, of thugs, of militias -- bearing machetes, holding stones, swinging sticks in the air. They were knocked to the ground, beaten up. One of them was thrown into a rice paddy and had his head repeatedly forced under the water.

We put hard work into this. Given the situation, we'll see if they can pick up the tab. Due to the delay in publication, we feel it's fair.

The president has stated that he'd like to stay and get the work done. But we'll take a look at whatever emerges from Congress at the end of the day.

When they realize how much work is involved, they usually shy away. I think it's a great thing that Cal has proved it can be done.
