This certainly doesn't appear to be something that was open and transparent. This really does smack of a backroom deal. I find the deal very troubling because of its complex nature and because of the fact it involves so many of these large media companies that compete with one another.

We'll deal with it the same way we have been dealing with it -- by being transparent, up front and open about our policies and what our soldiers do.

There was no backroom deal with Cape Wind. There was a provision to make sure Cape Wind wasn't penalized.

I've never seen this open, transparent approach in any diocese in the world.

It's much better to be open and transparent about it. These are obviously issues that all agencies are dealing with and it's much better that we are open about them and confront them head on, that we spot them early on and take action early on, rather than try and do any kind of cover up.
