This is a really strange incident. We don't have these things happen in the winter. If it's a canal problem or something like that, usually that's during the summer. This is caused by the weird weather we've had the last week or so.

The moving water creates a lot of force and it will push somebody up into an area where they can't get out. If somebody's in the water and the water's moving usually they don't realize there's a problem until they're actually in trouble.

We need to know whether that was an isolated incident or whether similar tragedies have happened or could happen because doctors aren't present during emergencies.
