Family benefits are expensive, so it costs the taxpayer. There's also a concern putting the services in this role of trying to take care of families will dilute their effort of fighting wars and keeping the nation safe.

Hospitals are very extreme places - you can be in a maternity room one minute, and by someone's bedside as they're dying the next.
