This is an unnecessary inconvenience.

The strikers' actions were violent and Solidarity is in possession of photographs showing the extent of the danger. The security fence was pulled down and strikers threatened to burn down the building.

Quotas make an unnecessary workload for officers and inconvenience citizens who are following the rules. If an officer observes a violation, they should act on it, but they shouldn't be seeking out or creating situations that aren't there.

It was just an inconvenience.

It was a great inconvenience to commuters.

I look at it as a minor inconvenience.
