This is something we've wanted for a long time. But, for a long time, they said one government agency can't pay for another one.

What this proves is that the government is not prepared to try this case, plain and simple.

We're hoping that some kind of limited liability agreement can be worked out with the government that limits the liability for Good Samaritans who take in these evacuees. We don't anticipate that there would be a lot of lawsuits out of that, based on the fact that people are voluntarily helping out, but that doesn't mean that still won't occur in some rare instances.

They had no life paddles, no life vests, no personal protective equipment. They weren't familiar with the river, either.

If for some reason the voters really want 3,500 homes and no commercial and they vote down the PUD plan, then we proceed with Plan B. I'll be surprised if the majority of people around there really want to see 3,500 homes.

So there's all kinds of wood, all kinds of debris and hazardous materials in the water right now, and it's just not safe.
