This is the beginning and we will work to make it a result-based dialogue.

I would say that there is pressure against NGOs in Russia, in Central Asia, in China and worldwide. In fact, this is a growing phenomenon.

We're not setting the goals in terms of X number of students by Y numbers of years.

So it will obviously take them some time to bed in, but I think we are beginning to show what we can achieve.

We will plug away. We just have to work with what we have and suck it up. Credit New Mexico for sticking to its game plan; they did what they had to win.

Our work is only beginning. There will be a lot of conflicts. They have a contract with us, but there are some holes in it. It's bare bones, there has to be some areas to talk about and deal with.
