This phenomena makes those of us in Washington really angry, because it has been so difficult to convince some members of Congress that we need new housing resources. The guidelines were put in place to protect the same families that these students have displaced.

That gives us credibility in the state houses and in Washington, D.C., that Farm Bureau speaks on behalf of the individuals who produce our nation's food and fiber.

Housing authorities have never been more broke. Funds for public housing were not keeping pace with demand, even before Katrina.

It's terrific that these homeowners can breathe a sigh of relief. We'd like to see the same sort of assurances given to renters.

They just did a really good job of slowing us down.

So that instead of the partnership being what Washington says it is, it's more open to the states to find their own path, and that's very attractive to the governors, because, oftentimes, that results in a savings of money just because we get to do it in our own way.
