There's a stigma. In Tulare County, it's presented like it's an illegal drug used by druggies. It's unfair. There's a legitimate use for this.

It's a matter of principle to me. I don't think the taxpayers of Jefferson County should have to pay for something they already own.

The taxpayers of the entire district have subsidized everything we've done for years. That is something the board does not want to make worse.
