This was totally unanticipated. We don't know yet if this is going to be a financial hardship on some counties or not.

This is not new money. This is future cost avoidance for the counties.

The counties can only opt in or out of the system once a year, in January.

The worse the passage the more welcome the port.

It really is turning out to be somewhat of a hardship.

This year's applicants were by far the most inspiring group our committee has ever scrutinized, both in terms of hardship and the courage they have displayed. Even though some of the stories are heart wrenching, each person on the scholarship committee considers it a privilege to be able to be a part of this program and give help and hope to these students and their families.
