Enacting policies and procedures simply won't suffice. Even with oversight the policies and procedures may not be effective: my access to Motorola, Nokia, ATT, Sun depended upon the willingness of people to bypass policies and procedures that were in place for years before I compromised them successfully

And how the government communicates about homeland security is central to how the public responds.

It's a lot of, frankly, unexciting basic blocking and tackling. From an information security perspective, we have to make sure we have an understanding of what information is where and how it's protected, and make sure agencies responsible for data believe in the controls that are in place.
