We acknowledge everything from the food-stamp fraud to the van accidents. A lot of those legal problems came from growing pains and oversight. But Bishop Jefferson is making the necessary adjustments for anything that is under his watch.

We have never had any problems or concerns up till now. Accidents happen, is what it amounts to, and this is one of those things. I think five, six or seven years ago, we helped bond for their first helicopter, and they bought this other one three years ago. No citizens have ever called me about it or brought it up at meetings; nobody has ever brought up any investigations.

We have seen hundreds and hundreds of accidents, many serious injuries, ... And what this bill does is correct those problems.

Clearly, this is fraud. Food stamps were for food. They're not for booze or cigarettes or anything like that.

The results of our survey indicate that fraud in the U.S. is a serious problem.

It's clear that what is going on here is outright fraud.
