We continue to demand that the International Criminal Tribunal for the former Yugoslavia get immediate access to Kosovo.

The Russian side has presented the International Tribunal for the Former Yugoslavia with the necessary package of documents, on the basis of which the tribunal should decide to free Milosevic for a trip to Russia for treatment. Moreover, Milosevic himself has given the tribunal guarantees that he will return to The Hague immediately following the completion of his treatment.

I think it's quite clear that both sides come into this process with diametrically opposed positions from the outset. It's going to be a very hard process to bring them together.

It is not necessarily true that the ethnic Albania n majority will misuse the participation of Serbs in the work of parliament.

There will not be any good moment for addressing Kosovo's future status. It will continue to be a highly sensitive political issue. Nevertheless, an overall assessment leads to the conclusion that the time has come to commence this process.

It is necessary to achieve greater progress not only in the field of inter-ethnic relations, but also in the area of the rule of law in Kosovo.
