We encourage them to take steps. To stop terror attacks, to prevent them from happening. And we urge them also to act to dismantle terrorist organizations.

They would rather encourage 16-year-olds to go out, strap explosives to them and go out and try to kill other 16-year-olds, other innocent civilians. That's the kind of government that you're dealing with.

As a general statement, our position is that...there are old wounds here and that we would encourage all the parties in the region to move beyond their own particular histories with one another.

On the Israeli side, you're familiar with our message to them, and that is that they take steps to ease the daily plight of the Palestinian people as well as to, again, take into account the effect of their actions upon what all share as the ultimate goal of bringing peace and stability to the region.

The demonstrations, death, arrests and Maoist attacks in the past few days have shown there is more insecurity, not less.
