We had the option to charge or not charge. In the South Texas Library System, only 25 percent charge a fee.

So far, no one has even blinked. Most comment on the fact its still a lot cheaper than having to buy a particular book. And we've been able to keep all other services free, except for late fees, and hope to always keep them free.

We don't collect the fee from students at the elementary, junior high or high school. We feel like it isn't their choice what they've been assigned in school. And if we don't have enough information to do a report, that is our responsibility and not theirs.

assignments are not an option.

It's not a political option in Texas, period. We won't raise taxes to feed the hungry or heal the sick. I don't think the political climate in Texas is right for public financing.

I can't say I'm 100 percent behind the system, but that's the system we have.
