We have agreed with President Milosevic on a ground verification program augmented with an important aerial verification program.

At this point everyone's agreed to the principle of 51/49 but everyone's 51% and everyone's 49% is different,

They agreed that verification is critical.

[Asked on] Larry King Live ... I think that's a good idea, Larry. I know that your program is watched carefully in Belgrade, probably the most watched program available to the leadership in Belgrade, and I hope they hear your suggestion and respond positively to it.

All agreed that it would be wise to terminate part of the program that was being underutilized, but at least retain one of the areas. It was a good way to resolve it; Mount Carmel and the township were on the same page.

The differences between the two sides are real but small, and they can be resolved by diplomatic means.
