We have to make it as easy as possible for victims and witnesses to report this.

We're pounding on them. We want this thing on the shelf here, as soon as possible.

The real key is to get over the hurdle where victims didn't want to report to the bureau what had happened. The bureau now wants to approach the companies before they're victims, so it's not a cold contact. They get to know you and trust you.
