We periodically look at where are branches are located to make sure we're operating in areas that are supporting the company's goals. If you look at these branches, they're probably about 20 miles apart from the next closest branch.

There are gray areas. It would be quite a different issue if you were operating, let's say, in a Jordan -- how you might deal with that particular government -- as opposed to the problems that might be posed in a Somalia where there is no viable government.

It would be difficult to enforce because there's a lot of gray areas in relation to people's disposition to supporting unions or not, ... Let's say such a law is enacted. No. 1, how could you really prove whether someone is a salt or not? How could you ensure the company is not unfairly discriminating against people because of their views?

Will it work better in some areas than others? Sure. But you can't defend a system that was in part based on its lack of relationships with other people.
