We want to be a good neighbor. We want to run a facility that's compliant and easy to live with.

If Mr. Warren and Mr. Hodge run a facility with six or fewer occupants, they don't have to have a license. However, they're in a residential zone. And in that particular zone, to do anything like they are doing, they would have to have special exception approval from council. So, they are kind of messed up right there. Also if they have more than six residents, they need to be regulated by the state of Georgia, by the Office of Regulatory Services. But they can't really stay in their present location and get a license for anything.

Everyone assumed it was an easy run,

We can't run econometric models. The numbers aren't good enough.

I don't know any better place to do it other than a good, specially constructed facility that's offshore of the United States. You could do it at another federal prison, you could do it in another country, but that's a whole set of problems.

That'll be good for our facility and good for the community. And it'll be a really proud moment for the Duck hockey program.
