We're in the same boat as most other services. It's just extremely difficult now to get qualified personnel.

But unless you looted out of a boat, it would be very difficult to do,

With 22 train yards and 19 bus depots, it would be extremely difficult to pinpoint exactly which services will be up and running first.

Anything above a couple of feet per second is extremely difficult to wade in. To operate a boat in anything close to 10 to 15 feet per second is extremely difficult. Being in (that kind of) water is tantamount to being dead.

We also have to provide services to the emergency personnel who are working the search and rescue. It's an amazing operation right now, and no one organization is doing it by itself. We are all pulling together to try and help each other due to the sheer mass of the storm and damage done.
