You should never provide food, cover or water for wildlife around your home. Animals that receive help from people become habituated to human-occupied areas and can feel too comfortable around humans. That's how many human-wildlife conflicts begin, as some animals become aggressive. Often, the animals that wind up biting or attacking people were previously human-fed. This type of aggressive behavior also puts the animal's life in danger.

They ran down to help and they kept him from getting out of the water. If I was there, as a parent I would have wanted to drag him up onto the shore.

It's a good idea. There's a lot of things going on like water and sewage connections. It's gonna help we're gonna need money to do that.
