Carlos [ Bernard , Tony] is your guy. He had two police officers arrest Mia Kirshner [then playing Mandy] for allegedly smoking marijuana outside her dressing room. And as they went to take her away, Carlos got into a fight with the officers about [how they really should be] protecting the city.

The film has less to do with smoking and more to do with parenting .

The police were worried by the size of the crowd we were attracting.

If the public is constantly reminded of the situation, the public is going to put pressure on the police, and that's going to help to get more done.

The government fails to realize if they don't declare it as contraband, how are we supposed to manage tobacco? We're not going to be the smoking police.
