We've got a lot of tools at our disposal, but essentially we want to help people.

In my professional opinion, it is beyond the state's capability and we need help. Above all, there's been an impact on people and that impact is continuous.

The data we get from that and over the next few days will go toward justification for a presidential disaster declaration.

In light of the fact that we could have another rainy event, we wanted to target the bridge crossings and get rid of the debris that's there so that if we do have more rain, the debris doesn't cause debris dams, have water bypass over the roads and flood residential areas.

In many respects, because of the advent new rains this week, we are still in the response mode.

We have got to look at that issue as citizens across the state.
