Citizens will not understand what a quality detective has passed through our doors, ... He cannot be duplicated. He was the one we went to when we had a very complex case, and that was not by mistake. We knew he could handle it and all the pressures that came with it.

Doing a fabulous job on Rita doesn't undo the fact that people perceive the first few days of Katrina were mishandled. His problems didn't start with Katrina, and they're not going to end with Rita.
