What the legislation does is essentially bring all plans under the jurisdiction of the commissioner so she can work on behalf of all consumers if they have a problem with those plans.

And even those states have some requirements for people who have demonstrated a lack of fiscal responsibility.

They just don't even give it a thought.

Our biggest target market that we really want to work with is the agricultural sector. We have very good legislation...but we are unfortunately failing to bring on board, in a meaningful way, the department of agriculture. They are just lagging behind a little bit.
