When George W. Bush came into office, North Korea had maybe one nuclear weapon and verifiably wasn't producing any more.

We are categorically against any new military nuclear power, be it Iran, be it North Korea, be it anyone.

North Korea is going to get away with keeping its nuclear weapons.

There is an intrinsic urgency (in the Bush administration) because even as we're talking, the (nuclear) program in North Korea is not frozen. Each day that passes brings an added increment of risk and danger.

The larger picture here is that a North Korea with nuclear weapons adds to the larger proliferation risk.

And also, we are providing, you know, a nuclear power plant in the north, two light water systems, so some 4 or 5 billion dollars we are providing to meet with North Korean requests on the condition North Korea will not produce a nuclear weapon.
