While the army is deployed to address the security situation in the delta, there hasn't been a political initiative to deal with the underlying causes of tension and instability in the region.

For the moment the security forces, the army, are looking for this major. Around a dozen mutineers have already been arrested,

It's a project being run by the (U.S.) Army Corps of Engineers to install new security systems at the dam. It (will) be open again soon.

Nigeria, for all its difficulties, offers quite a bit.

This is bigger than just Shell. The challenge for the Nigerian government and the military is to bring this under control without making the situation worse.

They've built a little over 30 schools, they're working with the coalition training the Iraqi army, they're doing border security, they're doing a little bit of everything. There's just a myriad of different tasks they're doing over there.
